Ogłoszenie o zamówieniu publicznym nr 2
Country:Albania Project: TRANSPORT PROJECT Financing: World Bank Abstract: ROAD WORKS CONTRACT
FOR RUBIK - RRESHEN SECTION (LOT 3) Sector: Roadways Loan/Credit Number: Loan No. 4850 ALB,
Credit No. 4262- ALB; Project ID: P078949 Contract/Bid Number: Contract/Bid No. TP/CW/2006/3
Deadline: 17 May 2007
The Government of Albania has received a loan from OFID (the OPEC Fund
for International Development) toward the cost of the Transport Project under
the contract for the road works contract Rubik - Rreshen section (Lot 3).
The General Roads Directorate now invites sealed bids from eligible bidders
for: Road Works Contract for Rubik - Rreshen Section (Lot
3).
The Rubik - Rreshen road (8.0
km) is part of the Durres-Morine route. This Contract
commences at Km 18+000 continuing from the previous Skuraj Junction to Rubik
Works Contract. From the abandoned Rubik Station the proposed road continues to
follow the disused railway alignment along the eastern edge of the river valley
until it meets up with the existing national road SH.30 at approximately km
19+000 opposite Rubik. From this point the proposed road maintains the
alignment of the disused railway but it also needs to incorporate the existing
road for approximately 1km. Approaching km 20 the proposed road will divert
from the existing road and cross the River Fan.
After crossing the River Fan the road turns eastwards along the northern edge
of the river valley. The route passes close to the villages of Munazi and Vau i
Shkjezës, crossing agricultural land and vineyards along the edge of the
valley. The existing railway bridge at Km 20 is unable to be used for the road
alignment due to the poor condition of the concrete. A new 7x30m span bridge
will need to be constructed alongside the existing bridge.
The road continues along the alignment of the disused railway. Throughout this
section from Km 20 to Km 26, the Albanian army has carried out an ‘advance
earthworks’ contract over the entire length. The military has carried out major
rock cutting excavations at several locations along the section. In addition
the military has dumped approximately 200,000 m3 of surplus
excavated material into the river floodplain close to Vau i Shkjezës, which is
also considered suitable for reuse and necessary to be removed from the
floodplain for environmental reasons.
The route of the road crosses over two watercourses flowing into the River Fan.
The first is close to Munazi requiring a 2x30m span bridge and the second is at
Km 25, which requires a single 30m span bridge. Approaching the end of the
Works Contract, the disused railway crosses over the River Fan to the southern
side of the valley. In this case the proposals incorporate the existing bridge
into the scheme by undertaking widening of the bridge. The Works contract ends
at Km 26+000, where the Government of Albania proposes to continue with the
following Rreshen to Reps section.
The scheme will include improvement to the drainage, widening the railway
embankment and new road construction, to a 7.5m two-lane asphalted carriageway,
with hard shoulders and verges.
The pavement will be constructed with the following layers:
--4cm wearing course; 6cm binder course; 10cm bituminous concrete base course;
20cm stone base course stabiliser layer; 30cm crushed stone sub-base layer.
There will also be a requirement for the construction of numerous small
structures (small bridges, culverts etc.).
The construction period is 18 months.
Bidding will be conducted through the international competitive bidding
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, May 2004, and is open to bidders from all countries
as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the
bidding documents at the General Roads Directorate, the Projects Implementation
Team, at the address below from 0900 to 1500 hours.
A complete set of bidding documents in English may be purchased by interested
bidders on the submission of a written application to the address below and
upon payment of a nonrefundable fee of US$ 600 (six hundred American dollars)
or an equivalent amount in a freely convertible currency. The method of payment
will be direct deposit or bank transfer. The document will be sent by air mail
for overseas delivery and surface mail or courier for local delivery. If urgency
or security dictates, courier services may be required for overseas delivery.
Bids must be delivered to the address below by 17 May 2007. All bids must be
accompanied by a bid security of US$ 250,000 (two hundred and fifty thousand
American dollars).
Late bids will be rejected. Bids will be opened in the presence of bidders’
representatives and anyone who chooses to attend at the address below at 1200
hours on Tuesday, 17 May 2007.
